Abstract:
The study of issues related to the formation of theoretical aspects, which directly influence regional (territorial) development in Ukraine, is inextricably linked to examining the impact of various external and internal destabilizing factors on the safe, stable, resilient, and sustainable functioning of socioeconomic systems at different levels of governance (State, regional, local, or community). Among these factors are threats facing Ukraine and Ukrainian society throughout the entire period of statehood. Currently, with russia’s war against Ukraine ongoing, the scale, scope, type, environment, and consequences of such impacts have significantly expanded. In the conditions caused by military aggression, the security dimension in issues of shaping and implementing regional policy has become particularly important, including the organization and functioning of local self-government. In particular, external factors induce internal changes, which together and in interaction define the current priorities of socioeconomic development of the country, its regions, and territories, both during martial law and in the post-war reconstruction period. Furthermore, Ukraine’s geographical borders underscore the relevance of researching and addressing the issue of secure socioeconomic regional development under various destabilizing influences on a continuous basis and in the future. The materials of the article present both theoretical and practical aspects regarding the definition and essence of threats, as well as the assessment of their destabilizing impact on regional (territorial) development, particularly in the current context of seeking ways for safe, sustainable, stable, and effective functioning, and for the military and post-war reconstruction of Ukraine and all its territories.
