Abstract: The aim of the article is to summarize the conceptual and categorical apparatus of the post-war development of Ukraine based on the differentiation and structuring of key terms – «recovery», «rebuilding», and «reconstruction». The relevance of the study is determined by the necessity for the correct use of concepts in scientific and program documents that govern the post-war revival of Ukraine. The methodology of the study is based on a combination of systemic, structural-functional, and comparative-analytical approaches. The method of content analysis of normative acts, strategies, scientific publications, and public statements of key stakeholders has been used. Additionally, elements of conceptual modeling have been utilized to construct a graphical-analytical structure of the interrelationship of concepts. Both empirical assessments of reconstruction needs and discursive features of term usage have been taken into account. The article proposes a theoretical model of interaction between the concepts of «recovery», «rebuilding», and «reconstruction» in the form of a multi-level structure. Recovery is defined as a strategic process that encompasses the physical restoration of what has been destroyed and the modernization of preserved elements. Rebuilding is interpreted as material reproduction, while reconstruction is viewed as systemic transformation. The work suggests differentiating between the temporal, functional, and substantive characteristics of the mentioned processes, which allows for avoiding terminological ambiguity and enhancing the quality of strategic planning. The practical significance of the results lies in the applicability of the proposed terminology during the development of post-war recovery program documents, the formation of the regulatory framework, modernization, and institutional transformation.
