Abstract:
Changes associated with globalization, digitalization, industrialization 4.0, and the transition to economy 5.0 underline the need for continuous adjustment of human potential parameters. In particular, the changes in types of societal and economic development require adaptation of professional standards, educational programs, and approaches to training of personnel. Accordingly, to ensure the quality of human potential under modern socioeconomic changes, a new approach to providing educational services is necessary. To identify the specifics of this approach, the driving forces that brought about changes in the stages of societal development were analyzed. Based on the research findings regarding the peculiarities of these changes, the main characteristics of human potential inherent to each individual across different types of societal development were allocated, as they represent universal traits that can be adapted and developed based on specific socioeconomic conditions. The key principles of human potential formation during different periods of societal development are outlined, resulting in the identification and characterization of a new category of human as a subject of economic activity, adapted to modern development conditions – the creative-emotional human potential. The results obtained have contributed to outlining the key elements necessary for improving the quality of human potential at its current stage of development: new qualifications and skills; creative abilities; adaptive capacity; emotional receptiveness. It is proved that the identified driving forces (rapid technological progress, globalization, European integration) influence changes in demand for new professions and skills, which requires flexibility and quick responsiveness from the education system. Accordingly, the institutional foundations for ensuring the quality of domestic human potential have been developed. It is emphasized that the use of developed institutional foundations and measures to enhance the quality of domestic human potential will contribute to increasing its competitiveness and effective adaptation in the global space, ensuring support for the principles of equality, inclusivity, and sustainable development.
