Abstract:
The article provides a comprehensive analysis of the strategic and regulatory foundations forming the key basis for the strategic management of the digitalization of Ukraine’s higher education system. The introduction substantiates the relevance of the study in the context of global trends and current challenges, including the impact of martial law and European integration aspirations on the need for a system managerial approach to digital transformation. The article aims to develop and substantiate a four-level model for classifying the regulatory foundations of digitalization in Ukrainian higher education, which will help systematize the regulatory environment to enhance the effectiveness of managerial decisions. To achieve this aim, a set of objectives was defined as follows: to analyze key international, national, and institutional legal acts from the perspective of their managerial impact; to develop and substantiate a four-level classification model considering its role within the management system; to formalize the model using set theory; to substantiate its theoretical and practical significance for enhancing regulatory policy and strategic management. The methodological foundation of the study was based on a system approach, which allowed the regulatory framework to be considered as an integrated management infrastructure. A range of scientific methods was applied, including system analysis and synthesis to identify interconnections within the regulatory field, the comparative-legal method to compare approaches, modeling methods to develop a structured classification, and formalization using set theory to increase the accuracy and objectivity of presenting the results. The main text reveals that the digitalization of higher education in Ukraine is governed by a comprehensive system of documents. A four-level model for classifying the normative-legal foundations has been proposed and described in detail: the international level (global management directives), the national level (national management framework), the regulatory level (quality management regulatory instruments), and the institutional level (tools for local management). This model enables the systematic organization of documents according to their origin, level of jurisdiction, and sphere of direct influence, facilitating effective management of digital transformation processes. The model is also formalized in terms of set theory, which enhances its scientific justification. The conclusions confirm that successful strategic management of the digitalization of higher education in Ukraine depends on the coherence and adaptability of this multi-level normative-legal system to technological advancements and educational changes. The importance of the proposed model for optimizing regulatory policy and improving the efficiency of digital innovation management has been highlighted. Future research prospects include the development of specific recommendations for optimizing the legal and regulatory framework with a focus on management mechanisms, examining the efficiency of introduction of regulatory acts, conducting comparative analysis with international practices, and developing indicators for monitoring managerial efficiency in digitalization.
