The article considers problems of innovation development in regions, which, as a rule, is provided with innovation activity of companies located in a specific territory. Innovation development of regions should be considered from the point of view of the level of innovation development of relevant branches of industry. Pronoza P. V. Dynamics and specific features of economic development of Ukraine in 2003 – 2012 (p. 413 - 423)
The article presents results of the study of dynamics of economic development of Ukraine during the past decade. It marks out three phases of development of the national economy. It shows that it is necessary to reveal and analyse those types of economic activity that exert the biggest influence upon the dynamics of the GDP of the country when studying specific features and disproportions of development of the Ukrainian economy. The article allocates the most large-scale, by their absolute volume, types of economic activity of the GDP of Ukraine and analyses their dynamics. It builds a matrix of positioning of types of economic activity of GDP of Ukraine in the “scalability – dynamics” plane. It analyses dynamics of types of economic activity of the Ukrainian economy by the absolute volume of export and calculates the absolute gain of export from Ukraine by types of economic activity. It underlines the biggest, by import volume, types of economic activity of GDP of Ukraine and absolute gain of import in Ukraine by types of economic activity. It analyses export and import orientation of types of economic activity of GDP of Ukraine. It builds a matrix of positioning in the “export orientation – import dependence” plane of types of economic activity of GDP of Ukraine. It presents distribution of types of economic activity of GDP of Ukraine in the “export orientation – import dependence” plane by clusters. It calculates the ratio of full costs of types of economic activity of GDP of Ukraine. It distributes types of economic activity of GDP of Ukraine with consideration of their interrelation. It offers comparative characteristics of main types of economic activity of GDP of Ukraine in 2003 – 2012. It marks out leading types of economic activity, which cover 35% in GDP of the country and have a significant multiplicative effect on development of other sectors of economy and identify sustainability of their development. Kaplenko H. V. The Probabilistic Nature of Forecasting of Consumer Demand Based on Continuous Monitoring (p. 228 - 232)
The starting point of the article is the recognition of the crisis in the theory and practice of economic forecasting. In this context the position described in the book by John K. Galbraith, "Economics of Innocent Fraud" was criticized to cater for the rejection of the development of economic forecasts, and show the need to improve its theory. Next attention is focused on one of these problems – the study of the problem of the possibility of using probabilistic and statistical (random) estimates for the development of forecasts of consumer demand based on continuous monitoring. In connection with this a historical and comparative analysis of concepts on using probabilistic-statistical approach to economic forecasting based on the modeling of data of continuous observation was made. On this basis, it was concluded that the construction of such data on econometric forecasts of consumer demand should be based on the logic-algebraic rather than probabilistic and statistical approach. This article presents an analysis of the use of statistical tools for household living conditions (HLC) survey in the individual EU Member Countries and Ukraine, approaches to developing and use of means of information support for managing the processes of consuming products and services have been determined. The author has analyzed the individual information resources for surveying household living conditions, he has proposed use of special thematic questionnaires aimed at the disadvantaged social groups, for estimating the poverty indicators as well as debt loads of the population. The information resources, which were designed and analyzed by the author, provided for enabling a conceptual approach to the decision-making on the basis of means of information support. Chernenko D. I. Statistical Prognosing of the Market of Laboratory Medical Services in Ukraine (p. 263 - 268)
In the article a methodology of short-term prognosing of the market of medical laboratory services in Ukraine is proposed and results of its applying are presented. The article is aimed to elaborate a methodology for simulation of trends in changing the indicators of the market of medical laboratory services in Ukraine for the period of 2003-2013, based on analytical equations, used in developing prognoses. An analysis of the anticipated annual rates of growth of development levels of the market of laboratory medical services, namely hospital laboratory tests for 100 hospitalized patients and polyclinic-ambulatory lab tests for 100 appointments, has provided for conclusions about the increasing direction of the market of laboratory medical services in Ukraine. The aim of the article is to identify the structure of the demand for clinical laboratory services (CLSs) in Ukraine in the regional context for its statistical estimation. The CLS market is seen as the demand for CLSs secured by payments of consumers. The author’s segmentation of the CLS market has been suggested. At the highest level of segmentation the two main structural elements having specific forms of supply and meeting the demand of consumers have been distinguished: 1. The CLSs offered for the purpose of medical diagnostic for the health recovery, restoration and preservation of a certain level of ability to work at its temporary loss. This market segment is conventionally called the medical and diagnostic one. The services provided with the purpose of detecting the disease, determining the diagnosis are prescribed by the doctor. 2. The CLSs offered for the preventive diagnostic in order to preserve and maintain a healthy body condition. This segment was characterized as preventive and diagnostic. The services are provided with the purpose of preventing diseases, usually initiated by the consumer (patient). The demand for CLSs of the first segment is determined on the basis of the data of the primary disease rate. The demand for CLSs of the second segment is determined on the basis of the age structure of consumers of the relevant services and medical recommendations on prescription of tests. Chernenko D. I. A Statistical Estimation of the Level of Concentration of the Private Sector in the Market for Laboratory Medical Services in Ukraine (p. 147 - 153)
The article offers methods for and presents results of a statistical estimation of concentration of the private sector in the market for laboratory medical services in Ukraine on the basis of calculation of the standard indicators of concentration (CR) and the indexes Herfindahl-Hirschman (HHI). The carried out calculations of both the standard concentrations and the concentration indexes Herfindahl-Hirschman for the private sector of the market for medical laboratory services by the indicators of net income and the number of employees showed that this sector of the market should be considered as moderately concentrated and should be typologized as «monopolistic competition» (by number of employees) or «oligopoly» (by net income). The article is aimed at developing statistical support for the creation and functioning of a new modern urban development model that integrates all aspects of sustainable development, promotes the equality, well-being and shared prosperity of all urban residents. The topical issues of urbanization tendencies of the world population, growth of the total population, as well as distribution of rural and urban population in the regions of the world and in Ukraine are considered. The theoretical principles of the «Conception of sustainable development» adopted by the UN Conference on Environment and Development in 1992 and the «Sustainable Development Goals», approved by the UN General Assembly in September 2015, are set out. The problems and basic elements of sustainable urban development are also considered. The essence and purpose of management of sustainable urban development are defined. The conceptual block-scheme of statistical support of sustainable urban development management is elaborated, which characterizes the structure and sequence of operations aimed at substantiation of managerial decisions. A description of the main directions of statistical analysis, which are the basis for building the generalizing characterizations of economic growth, social integration, and status of environment, is provided. Hinchuk L. I. The Factors of Quality of Statistical Information Which is Formed by the State Statistics of Ukraine about Administrative Offenses (p. 95 - 99)
The article considers the factors of ensuring the quality of statistical information of the State statistical observation regarding administrative offenses in Ukraine. It is proved that the category of quality of information about administrative offenses is multifaceted and is defined as a system of measuring the quality of information on administrative misconducts, each of which displays a separate aspect of functioning of society and the State. It is indicated that changes in the legislation and introduction of new reporting forms do not fully reflect the real situation in the sphere of quality of information about administrative offenses in the State because of absence of the data on a significant number of administrative offenses. This arrangement makes it impossible to verify the quality of information about administrative offenses and thus complicates the possibility of developing a system of measures to prevent the commission of new administrative offenses. Improving the quality of the indicated information needs to develop new statistical forms to generalize information on administrative offenses by industry branches, especially concerning administrative offenses in transport, in the customs sphere, and anti-corruption offenses, information on which is the most accessible to date. Lazaryshyna I. D. The Methodical Bases for Analyzing the Level of Payments in the Insurance Market of Ukraine (p. 136 - 142)
The article is concerned with the methodical provisions of analysis of the level of payments in the insurance market of Ukraine. The level of payments is researched in the context of two main producers of insurance services: the insurance companies that provide insurance for types other than life insurance («non-life»); «life» insurance companies. A methodology of analyzing the level of payments in the context of basic types of insurance is suggested: life insurance; voluntary personal insurance; voluntary property insurance; voluntary liability insurance; non-State compulsory insurance, in particular civil liability insurance for vehicle owners. The highest level of payments in the activities of «non-life» insurance companies is determined in the context of the following types: voluntary personal insurance and civil liability insurance of vehicle owners. It is noted that almost equal level of payments, which is observed in the activities of insurance companies over the past five years, should not be considered a negative tendency, as there is an annual increase in the amount of insurance payments and insurance premiums. The growth of the latter is the evidence that a growing number of insurants are using the services of insurance companies. It indicated that it is feasible and useful to use analytical information as to the level of payments by such users: directly by insurers (in order to regulate the management of companies' activities, which will help to control their profitability); insurants (in order to confirm the correctness of decision to cooperate with insurance companies). Yerina A. M. The Statistical Profiles Regarding the Militarization of the Global Space (p. 193 - 199)
Increased military tensions, changes in weapons systems, forms and methods of confrontation are fuelling increased demand for armaments and increased military spending in virtually all regions of the world. Without an awareness of the real level of the military power of countries, the dynamics of their changes and the directions of further development, it is impossible to build a perfect system of national security, to specify possible military and political threats, develop instruments to counter these threats and the scenarios how to neutralize them. The article is aimed at highlighting the current patterns of militarization processes at the global level, identifying both regional and national features of militarization, carrying out a comparative analysis of military power and combat capability of the armies that are at disposal of the geopolitical players. Based on data from international analytical centers, which are in one way or another related to security and defense systems (SIPRI, BICC, IISS, etc.), the article highlights global trends and regional features of increasing the defense budgets as determinants of the military power of countries and the combat capability of their armies. Measuring together with the international comparisons of the multifaceted militarization processes are based on indicators of the international rating systems: the military power of countries and the combat capability of armies – based on Global Firepower (GFP); the militarized burden on the economy and society as a whole, based on the Global Militarization Index (GMI). The methodological aspects of the formation of these mentioned international ratings are also considered, the results of positioning in the rankings for the top countries and Ukraine, which has been suffering from Russian hybrid aggression for five years, are displayed. Hordei O. D., Myrkun B. A. The Current Status of the Socio-Economic Development of Ukraine (p. 151 - 157)
The publication is aimed at an analytical study on the status of Ukraine’s socio-economic development in the current conditions. The concept of «socio-economic development» is studied, the factors that influence the status of its main components are substantiated. The following components of the socio-economic development are analyzed: economic potential, place of the national economy in the international arena, level of innovation, political stability, investment climate, living standards of the population. The carried out analysis proved that the identification of a significant number of indicators that form the basis of socio-economic development in Ukraine does not occur. For example, the standard of living of the population is determined by the Ministry of Social Policy of Ukraine only on the basis of economic factors, while the social aspect is completely overlooked. As a result of the study, it is determined that according to the most international ratings and indices, which constitute the basis for assessment of the status of socio-economic development, Ukraine occupies a position below the average. In particular, the Human Development Index, the Global Innovation Ranking, the Investment Attractiveness Index, and the countries’ GDP per capita rating are examined. One of the main indicators for measuring the standard of living of the population, the Human Development Index, is deteriorating year to year. In the course of an analysis the main factors that had a negative impact on the level of socio-economic development of Ukraine were clarified. The most pernicious factors are corruption, inflation and an imperfect tax system. However, despite the difficult economic situation, political instability and low standards of living of the population, it is noted that Ukraine has a great domestic potential necessary to improve the socio-economic development. Lazebnyk I. O., Chala T. G., Burakova A. O. Analysis of the Regional Differentiation and Tendencies in Development of the Health Care Sphere in Ukraine (p. 158 - 164)
The article is aimed at elaborating methods and techniques for statistically ensuring the analysis of regional differentiation, development tendencies and forecasting of the main indicators of the health sector in Ukraine and its impact on mortality. The main health care factors that affect the mortality of the population in Ukraine are allocated and analyzed. Based on the use of correlation analysis methods, the most influential factors are defined, which include the number of hospitals and clinics, the number of doctors of all specialties, the number of diseases, the diseases of the population associated with the mental health disorders, tumors. In order to increase the efficiency of modernization of the health care sphere in Ukraine, it is proposed to group the regions of the country according to the status of this sphere and adjust management decisions for each of the allocated groups according to its characteristics. The grouping of regions of Ukraine by the status of the health care sector was carried out using cluster analysis methods. An analysis of the features of differentiation of regions by the factors affecting the mortality of the Ukrainian population from the point of view of health care has been carried out. Using the singular spectral analysis methods, tendencies and seasonality are researched, a forecast of mortality of the population of Ukraine for 2020 is generated. Adequacy of the models, built on the base of calculations of error of the MAPE forecast, is proven. It is proposed to use the built models to scientifically substantiate the prospective rates of mortality of the population according to the allocated groups of Ukrainian regions; in planning for measures and strategies of development of the health care sphere at the local level, based on features of a region; in developing managerial decisions in the sphere of the country’s socio-demographic policy. Shlykova V. O., Levanda O. M. Development of Ukrainian Consumer Market in the Face of Macroeconomic Instability (p. 247 - 258)
The article is aimed at defining the current tendencies and features of the formation of demand and domestic supply in the consumer goods market of Ukraine in the face of macroeconomic instability. The research period covered 2010-2018, with a reduction of the time series in cases where it is not possible to ensure its homogeneity within the specified interval. Statistics were used to identify structural changes and explore the overall dynamics of consumer spendings of Ukrainian households, retail turnover, consumer prices, consumer products. It is determined that on the demand side the macroeconomic instability causes a reorientation of consumer spendings to meet basic needs for food, health and transport services. In turn, on the supply side there is a drop in production of both most food and consumer durable goods, especially advanced technology products. The identified negative tendencies of decline in the national production, growth of import dependence of the consumer market, presence of a significant gap between the rate of income growth and inflation, transformation of retail infrastructure confirm the need for further research to create the necessary prerequisites for the development of the consumer market in Ukraine. Hrynchak N. A. Statistical Monitoring of Development of the International Container Shipping Market (p. 248 - 254)
The research is aimed at statistical monitoring the global container shipping market, identifying the problems of this market and finding ways to solve them. A statistical survey of the world’s container shipping market has found that 4/5 of all traffic is carried out by sea, 1/3 of them is carried out by means of containers. It is defined that further increases in the price of oil may negatively affect the profitability of maritime carriers and the overall dynamics of global demand for container shipments. The introduction of new environmental restrictions on the content of sulphur in ship fuel from the beginning of 2020 (the so-called IMO-2020 norms) has led to a revitalization of the process of fleet modernization together with investments in the installation of ship exhaust cleaning systems. The activities of terminal and line operators have been revised in terms of development strategy with the shift of priorities to the adjacent segment – logistics (Maersk, DP World, Cosco, Contship Italia). This tendency has led to an increase in interest in feeder operations and, as a result, an increase in demand for the construction of small feeder container ships. The direct dependence of the container market on politics has been indicated. The «trade war» between the USA and China impacts the development of the container shipping market in the regional aspect. The unfavorable situation in the Asia-Europe transport market segment was largely due to political instability in Europe. It is determined that, despite the active integration of carriers into enlarged alliances and the creation of multimodal corridors of delivery of goods, most market participants recognize that the Asia-Europe railway corridor becomes a full-fledged and sometimes more profitable option for container shipping. Hinchuk L. I., Bashkirov S. V. Assessing the Quality of Information on Administrative Infractions and Its Statistical Processing: Indicators and Criteria (p. 244 - 255)
Official statistical information on administrative infractions comes from many sources and is used by a large number of different users with different requirements. In this regard, there is a need to further implement a minimum standard for the quality of information on administrative infractions, the development and formation of a certain group of indicators to determine it. The research is aimed at identifying the main indicators and quality criteria for the information on administrative infractions, statistical examinations and statistical processing, using the world practice of evaluating the quality of processes "Generic Statistical Business Process Model" v. 5.1 (GSBPM). The GSBPM quality indicators have been developed by the Committee on Standards and Standardization of the High-Level Group for the Modernization of Official Statistics. For the purpose of identification, the main criteria for each of the subprocesses and the indicators that determine their compliance have been defined. These indicators were chosen taking into account both national properties and some specific properties of processing statistical information of this very type. In view of the fact that the proposed national model of statistical processing of information on administrative infractions provides for two levels of the process, the indicators of sub-processes taken together form a common system of indicators of statistical processing of information on administrative infractions. Thus, in the course of research it is found that ensuring the quality of statistical information requires not only an assessment of the appropriate quality of data on administrative infractions, but also an assessment of the quality of processing this statistical information, what can be achieved by using a process approach. Tsal-Tsalko Y. S., Moroz Y. Y. Social Media Classification: Applied Statistics and Accounting (p. 256 - 264)
One of the conditions for the efficient operation of business is the use in economic activities of various social media services - both in terms of the economic activities types and in the nomenclature of services. To form information resources in the management system, economic entities use different types of social media, such as social networks, multimedia websites, blogs or microblogs, and other means to exchange knowledge. The purpose of using social media is to present the enterprises’ businesses in the market, receive feedback from customers, attract customers, collaborate with partners, hire employees and exchange views on important business issues. The classification features of social media as a type of mass communication are defined in the theoretical studies of many researchers and in the applied statistics on the respective classifiers. Applied statistics uses four classifiers to characterize the sphere of social media. Analysis of the content of the classifiers shows that they are not unified both in terms of the nomenclature of social media services and in possible economic activities in this area. Further development of social media services in Ukraine in the context of the growth of their role in business is impossible without the formation of reliable information about the results of economic management in this sphere in the accountance system, especially with regard to the activity processes as to the Account 23 «Producing». Due to the spread of Internet technologies, two-way communication between people is becoming stronger and spreading not only in a certain place, but also in all corners of our world. Increased use of social media generates large amounts of data and new types of data that were not previously available. The concepts of «social networks» and «social media» are increasingly part of social discussions, organizational strategy and scientific research. The growing interest in social networks is coupled with the dissemination of widely available network data, there is a significant increase in methods and understanding of how to analyze social media data and where the results of such researches can be used. The use of this data can be of key nature in modern sociology and be important in economics, anthropology, biology, demographics, communication research, geography, history, informatics, organizational research, political science, health, social psychology, outlook studies, sociolinguistics and others. It is an present-time affordable consumer tool, so the growing interest in the analysis and modeling of social data, as well as the relevance of this topic should not be underestimated. This article presents the methods used to analyze a wide range of social media based on relationship, business cooperation, political alliances, etc. In this context, network structure and internal information structures can be decisive. In some cases, they can have a positive impact on the efficiency of economic growth, while in others, the network structure can have destructive consequences due to the existence of many links between some central actors (e.g., the spread of phenomena such as epidemics or financial crises). Derkach T. V., Mylashko O. H. Improving the Statistical Monitoring of Performance of the Collective Accommodation Facilities in Ukraine (p. 238 - 243)
The article is aimed at improving the approaches to monitoring the performance of collective accommodation facilities (CAF) taking into account changes in the methodology of statistical research of tourism in Ukraine. The specifics of the implementation of statistical monitoring of collective accommodation facilities are considered in view of changes in the methodological provisions for the organization of the State statistical observation in tourism in 2018. The withdrawal of individuals - entrepreneurs from the objects of statistical monitoring is proved to be impractical. This conclusion is based on the experimental correlations between the effective indicator of «income from services provided without VAT» and the factors such as: average capacity; ratio of use of the CAF capacities; average annual actual costs for one day of accommodation. All the dependencies obtained are adequate according to the criteria of mathematical statistics and are subject to the normal distribution law, and the statistical samples of performance of all the CAF are homogeneous both for each individual group and in general in aggregate. The determination of existing regularities of performance of various objects of the CAF demonstrates the need to further improve the statistical observation method base in the tourism sector of business, taking into account regional characteristics. In recent decades, the development and spread of Internet technologies have gained enormous momentum. The use of the mobile Internet has greatly accelerated this process. People no longer need to stay at home or in an office to stay online, and some have even completely moved their work to an online environment. Social network, blogs and mass media are important elements of this environment. Social media quickly gained popularity as it enables people to communicate and share their thoughts. Automated data analysis is important to obtain meaningful information that potential businesses, users, and consumers need. In order to better learn the use of social media, the first necessity is to focus on the overall approach and find reliable indicators. These indicators can be presented by information and communication technologies (ICT) data that impact all aspects of human life. They play a significant role in work, business, education and entertainment. This article includes an overview of the algorithms of common clustering methods and references to the studies carried out in recent years that have used appropriate algorithms: 1) based on division; 2) based on hierarchy; 3) on a hybrid basis and 4) based on density. The use and spread of Internet technologies in the regions of Ukraine are researched. The information base of the research is indicators of the existing ICT infrastructure in the regions of Ukraine as of year 2018. Horobets O. O. The Statistical Analysis of Tendencies and Regularities of Ukraine’s Foreign Trade in Book Products (p. 320 - 329)
The article is aimed at carrying out a statistical study on the foreign trade in book products (the group of goods with code 4901 according to the Ukrainian classification of foreign economic activity goods) to identify the dynamics of indicators. The statistical study includes: analysis of the dynamics of Ukraine’s foreign trade in goods with the code 4901 (2009-2019); analysis of the seasonal shifts in Ukraine’s exports and imports for the group of goods with the code 4901 (2010-2019); determining the balance of Ukraine’s foreign trade by the group of goods with code 4901 using the P. Niven index; evaluation of the intensity of intra-industry trading in products of the specified group using the G-Lindex index; calculating the Ukraine’s coefficient of trade connectivity with its main trading partners as to this group of goods. The carried out statistical study of the foreign trade in book products shows its positive dynamics in 2015-2019. An analysis of seasonal shifts in exports and imports of this group of goods during 2010-2019 showed that the largest seasonal export shifts were observed in November and April, the smallest in January and August; import volumes began to grow from August and peaked in September. The assessment of the balance of foreign trade for the specified group of goods indicated that it was as balanced as possible during 2010-2012. The calculation of the coefficient of trade connectivity identified Ukraine’s dependence on the Russian Federation in the trade regarding the group of goods with the code 4901, primarily because of the significant size of the market of the latter. Sydorova A. V., Cherenkevych O. S. Identifying the Tendencies of Ecological and Economic Balance as a Factor for the Ecological Security of Ukraine (p. 131 - 138)
The article is aimed at researching the ecological and economic tendencies of development and its balance within the framework of sustainable development conception as a factor of ecological security of Ukraine. The current status and general ecological and economic contradictions and limitations of the country’s development are analyzed. The methodological approach to the estimation of the balanced development of ecological and economic subsystems on the basis of construction of the relevant integrated indices by means of the multidimensional average method is proposed. Within the terms of this approach a system of indicators is defined that best reflect the state of the studied subsystems in the context of the ecological security at the macro-level. The integral indices of development of the ecological and economic subsystems of Ukraine for the period of 2010–2018 are computed. The tendencies and level of the balanced development of ecological and economic spheres during this period are analyzed. Possible directions of improving the balance of such development are defined. Using the method of proportional distribution, the volumes and directions of influence of factors as components of integral indices of the ecological and economic subsystems are determined. On the basis of the received computations it is determined that improvement of the status of ecological sphere during the defined period was mainly due to increase of current expenses on the protection of natural environment. At the same time, the innovation factor, namely, the increase in the number of resource-saving technologies in industrial enterprises, along with the increase in the profitability of operation activities of industrial enterprises, largely led to the growth of the development index of the economic subsystem of Ukraine for the researched period. Hrynchak N. A. Defining the Essence and Structure of the Supply Chain of Logistic Services as an Object of Statistical Research (p. 96 - 102)
The research is aimed at defining the essence and structure of the supply chain of logistics services as an object of statistical research. The ability of companies to reduce logistics costs and focus on their main competitive advantages is a key factor in their survival and development. Reliable operation of the supply chain of logistic services is crucial for the growth of logistics efficiency, as it increases the productivity of the company’s activity by minimizing logistic costs. According to the results of the research it is determined that the logistics should be understood as a part of the supply chain, which is responsible for transportation of goods from the producer/supplier to the customer/customer, and the logistic channel itself includes the whole process of transmission of products from the producer/supplier to the consumer, including safekeeping, transportation, reloading, storekeeping, processing of materials and packaging, as well as the exchange of information related to these processes. It is determined that the main elements of supply chain and the operations of logistic chain are: production; safekeeping; packaging and unpacking; logistic operations such as loading and unloading, transportation, reloading, maintenance except loading, special freight transportation, storekeeping; reverse logistics, return of cargo. The traditional supply chain of logistic services consists of three phases and includes three parties: producer/supplier; provider/supplier of logistic services; customer/consumer. It is specified that the supplier of logistic services can provide logistic services directly to the customer/consumer of logistic services or through an integrator/intermediary. In terms of the flow of information, information exchange is carried out between providers of logistic services, integrators and customers. Korepanov O. S., Dashutin V. V. Methodical Bases of the Analysis of Regional Differentiation of Development of Animal Husbandry in Ukraine (p. 214 - 220)
In recent years, Ukraine experienced inadequate efficiency in forming strategic goals for the development of animal husbandry industries, which comprise the potential not only of agriculture, but also of the country as a whole, so research and scientific substantiation in this sphere is relevant. Particularly, the relevance of the study lies in the need to analyze the level of animal husbandry potential in terms of the number of animals and selling for slaughter in all categories. The article is aimed at studying the regional development of Ukraine according to the key indicators of animal husbandry, further identifying characteristic regional features and developing recommendations on development prospects. To research the impact of these factors on the development of animal husbandry, regions of Ukraine were classified using the methods of cluster analysis. This approach allows to build up scientifically grounded classifications, to determine internal links between individual objects of the studied population in the conditions of constant increase and complication of the statistic data flows. Two cluster analysis methods have been applied: building up a dendrogram and the k-means method. The carried out analysis defined three groups of regions characterized by similar features, where the regions belonging to the third cluster have the highest level of animal husbandry development, the second cluster has an average level of development, and the first cluster has the lowest level of animal husbandry development among all regions. Cluster analysis allowed to identify problematic situations and set out ways to solve them. Cluster approach allows to classify regions of Ukraine according to the aforementioned indicators, as well as develop differentiated strategies for improving the strategy of animal husbandry development at regional levels, to compound comprehensive ratings of animal husbandry development. Disparities in the levels of development of regions and individual components have a negative impact on the development of the State in general and should be researched to determine the government and regional policy, which would account the features indicated. The article discusses topical issues of peculiarities of labor market analysis in Ukraine, efficiency of use and improvement of quality of personnel potential at the enterprise. The article is aimed at forming the methodological principles of statistical analysis of the labor market in Ukraine and studying the role of HR management in improving the quality of personnel potential on the basis of the use of the formed system of indicators and a detailed analysis of the efficiency of work and selection of candidates at different enterprises and organizations. The necessity of analyzing the personnel potential of the enterprise is substantiated, which is due to the importance of identifying the conformity of the qualitative characteristics of the enterprise’s personnel to its labor system, as well as forecasting the possibility of expanding the potential of available workers. The peculiarities of application in HR management of HRM systems (human resources management system) and HRIS (human resources information system) are covered. The main functions of HR-information systems, such as identifying potential workers, maintaining accounts of available workers and creating programs for the development of talents and skills of personnel, have been defined and analyzed. The main tasks that HRIS systems help to solve are considered. For a statistical analysis of the quality of personnel potential and efficiency of HR management of the company in the sphere of recruitment, a system of statistical indicators was formed and proposed for use, the main indicators are the following: number of employees, turnover of personnel per year (per quarter), the average age of personnel in the company, the average duration of work in the company, etc. On the basis of international data, mechanisms for improving the model of selection of candidates are defined. In the course of statistical analysis of the labor market in Ukraine, on the basis of official data of the State Employment Service, the processes of selection of candidates were investigated, the number of unemployed by professional groups and the number of vacancies and the number of unemployed by types of economic activity were analyzed. This article is concerned with the actual problem of statistical forecasting of the development trends in the telecommunications sphere of the economy in the context of digitalization. During the globalization of digital transformation processes, forecasting the development of the telecommunications sphere is one of the effective ways for Ukraine to enter a ranked position in the international market. The article carries out a comprehensive study and allocates the main trends in the development of the telecommunications sphere of the Ukrainian economy according to the following indexes of the international rating: development of electronic government; openness of digital space; innovativeness of technologies and degree of development of human capital. According to the assessment of the state of the telecommunications sphere, the main problems are defined and the directions of digital transformations are allocated. The impact of development of the digital economy on the reformatting of many spheres of economic and social life is proved. For a complex and well-grounded scientific forecasting, methods on the basis of systematization of both the search and the scientific approaches were used. On the basis of extrapolation of data, the forecasting of the ranked place of Ukraine by three indexes is made, namely: EGDI – E-Government Development Index, ICT Development Index – IDI, Global Open Data Index – GODI. For the successful implementation of the Conception of development of the digital economy of Ukraine, increasing the level of development of telecommunications and digitalization, achieving effective management of the telecommunications sphere of the economy in general, the main indicators of forecasting the development of digitalization of the telecommunications industry for the strategic perspective are defined. Chmut A. V. Developing the Foreign Economic Activity of Enterprises of the Kherson Region: The Economic and Statistical Analysis (p. 152 - 158)
The article is aimed at analyzing the main indicators of foreign economic activity of the Kherson region. Considering that in the context of globalization the development of the economy of any country is firmly related to the development of its foreign economic activity, the article contains an analysis of the main indicators of international trade in goods and services of the Kherson region. Based on the carried out analysis, it is found that in 2020, in the total structure of Ukraine’s exports and imports, the share of the Kherson region amounted to 0.6%. Active participants in foreign trade in goods and services were more than 300 enterprises of the region, and the partners - 120 countries over the world. The analysis of the dynamics of indicators (exports, imports, balances) showed that in trade in goods there are positive tendencies to increase export volumes in recent years, as well as an increase in the number of participants and the expansion of the geography of foreign trade. The article analyzes the commodity and geographical structure, as a result it is identified that the main importers of products of the Kherson region are the Netherlands, Turkey and Poland. Export of services in the Kherson region was implemented by 123 enterprises into 75 world countries. The largest partners remain Turkey, Belize, as well as Germany, Poland, Switzerland. It is identified that in the structure of exports of commodity products, the largest share in 2020 was made up of the following commodity groups: cereals, seeds and fruits of oilseeds, fats and oils of animal or vegetable origin, residues and wastes of the food industry, wood and wood products, vessels, etc. The analysis of sales volumes of certain types of products in natural and cost-based indicators is carried out. The indicators of the region’s imports are analyzed according to the same method. Komlieva M. A., Chala T. G. Analyzing the State of the Agricultural Land Market in the World and in Ukraine (p. 154 - 161)
The article is aimed at studying the international experience of using indices relating to agricultural markets; identifying global trends in the value of agricultural land in different world countries; analyzing the state of the agricultural land market in Ukraine since its opening. It is determined that at the international level a number of indices are being calculated, allowing to obtain assessments of both the state and the trends in the development of agricultural markets. Among them are The Indxx Global Agriculture Index (IGAI); FAO Food Price Index (FFPI); Global Farmland Index offered by Savills. It is determined that the Global Farmland Index Savills is calculated according to the average cost of agricultural land/arable land in US dollars per hectare in 15 key agricultural land markets – Argentina, Australia, Brazil, Great Britain, Denmark, Ireland, Canada, Germany, New Zealand, Poland, Romania, USA, Hungary, Uruguay, and France. The basis for comparison are the value of the year of 2002 (2002 = 100). Analysis of the agricultural land market in 15 countries showed that the highest land prices are in Germany, New Zealand, Ireland, the United Kingdom and Denmark – more than 20 thousand USD per hectare. The lowest land prices are observed in South America, as well as in Hungary and Romania. When analyzing the state of the agricultural land market since its opening on July 1, 2021, Ukraine indicates a constant increase in the number of land operations, an increase in the volume of land sold and a decrease in the weighted average value of land. The purpose of the article is to determine the current tendencies in the change of religious views of young people by selected countries of the world, as well as to analyze such views among the student youth of Ukraine on the basis of the carried out survey. It is defined that on a global scale there are significant changes in the structure of believers and in the distribution of the population of countries according to beliefs. A large number of both adults and young people refuse religiosity. This tendency is observed in America and many European countries. Especially among young people it becomes popular to be an atheist. The decrease in religiosity also means a decrease in the frequency of visits to religious institutions and practicing prayers. On the other hand, there are countries with a very high level of believers. These are, first of all, religious centers such as Italy and Israel. It is prognosticated that the fertility rate of women of different religions and the age distribution of religious groups will undergo radical changes. The increase in the birth rate among Muslims will lead to the fact that the number of Muslims in the world in 30 years will approach the number of Christians. At this, the number of adherents of other religions will begin to decline, and their average age will grow rapidly. The analysis, carried out in the course of the research of the views of student youth of Ukraine, showed that most of them are believers and orthodox. At the same time, religions and cults that have been popularized by films and TV series are becoming popular. It is determined that most parents of students are also believers and orthodox. Still, the number of believing parents is greater than the number of believing students. It is determined that the majority of students choose the religion of both parents, which indicates the significant influence of parents on the religious views of students. It is defined that believing students have fewer bad habits, and they are much more likely to participate in charitable projects and events. Article is written in Ukrainian

In the article, the main attention is paid to the development of methodological principles of statistical modeling of factors for the formation of employment quality. The necessity of developing a new strategy in the formation of employment quality to ensure effective socioeconomic development of Ukraine is substantiated. The necessary steps and management decisions are determined. The problems of assessing the quality of employment in Ukraine are outlined, the main stage of which is the modeling of factors for the formation of employment quality using modern statistical methods. In order to define the generalized factors of employment quality formation, a model of the main components is constructed, allowing to transform the 18-dimensional sign space into a five-dimensional space of generalized factors that explain 87.6% of the variation in the selected features, which indicates a high level of factorization. Five main factors are identified and ranked according to the degree of importance: the level of informatization of society (contribution – 41.7%), working conditions and the environment (26.3%), informal employment (8.2%), industrial injuries with fatal consequences (6.3%), and the employment rate (5.1%). The computations were carried out using the application package «Statistica», in particular the module «Factor analysis». The use of the developed model makes it possible to prevent subjectivism in determining the main factors in the formation of employment quality. The conducted study provided to substantiate the theoretical-methodological principles of statistical modeling of factors for the formation of employment quality on the basis of the method of the main components. The identified factors can be taken as a basis for the formation of key directions of improvement of the employment sphere in Ukraine. Article is written in Ukrainian

Shcherb I. N. Assessing the State of Economic Security in the Context of the Human-Oriented Approach (p. 49 - 59)
The article is concerned with assessing the state of economic security using the human-oriented approach. It is substantiated that at the macrosystem level, the economic security of the country will characterize such a state that, in case of exposure to external and manifestation of internal threats, depending on the degree of sensitivity, can ensure the preservation of its stability at a sufficient level from the point of living standards, preservation and development of human capital. To form a set of indices, indicators of the Inclusive Economic Growth and Development Index, computed by the World Economic Forum, are used. To select the relevant indices of official methodological recommendations for assessing economic security in Ukraine, they were examined on the basis of determining the degree of correlation with the values of inclusive development in the countries of the world. A content-based comparison of groups and the composition of indicators for assessing economic security in accordance with the methodological recommendations with the specified index indicated the presence of a significant divergence between them. Low impact on inclusive development in indicators of added value of industry to GDP, energy imports, livestock production and food production index, a discriminatory role of agriculture in inclusive development of the country are identified. The assessment model of economic security includes indicators of macroeconomic security, investment-innovation, financial, security for business, foreign economic, energy, security in the field of education and demography. Based on a sample of countries comparable in terms of incomes with Ukraine, the value of the complex of indicators of economic security of Ukraine for 2014–2020 is normed. The assessment of the integral index points out the average level of economic security relative to the level of incomes similar in countries. Macroeconomic and security for business activities are the worst. It is noted that the full use of indicators of inclusion in economic security is complicated by the lack of statistics for most countries, in particular, indicators of the welfare of the population from the point of view of accumulated assets. The conclusion is made about the need to develop household statistics for the adequate application of the human-oriented approach in assessing the economic security. Article is written in Ukrainian

The article focuses on determining the impact of the consequences of the russian invasion of Ukraine on macroeconomic stability and the exchange rate of the national currency. The relevance of the chosen topic is substantiated. The problems of assessing the negative consequences of the russian invasion of Ukraine are outlined, including: violation of general macroeconomic stability, significant fluctuations in foreign exchange markets and destabilization of the national currency. The study considers the theoretical and methodological foundations of the study of foreign exchange markets and analyzes global trends in the development of the global currency market. The structure of world currency reserves is analyzed according to the assessment of the currency composition of the official currency reserve (COFER) of the IMF. The analysis of the dynamics of average spreads of purchase and sale of reserve currencies against the US dollar for traditional and non-traditional reserve currencies is carried out. As a result of studying world trends, the main factors that affect fluctuations in the exchange rate of currencies are identified. The main problems regarding the functioning of the national currency market in the context of the hostilities in Ukraine are outlined, in particular, the existing inflationary processes are analyzed. The dynamics of currency interventions of the NBU for 2021-2022 is considered. The features (advantages) of the application and the results of using the singular spectral analysis (SSA) method for predicting fluctuations in the US dollar and Euro in the national foreign exchange market are presented. The practical implementation of this method was carried out using the CaterpillarSSA software product. Evaluation of the accuracy of the forecast is performed using the MAPE method. The obtained forecast errors (less than 6%) suggest that the constructed models are adequate and can be used for further research and recommendations. Thus, it can be concluded that for Ukraine the most important factors affecting the exchange rate are seasonality and successful trade policy of the government, which, in turn, largely depends on resource prices. The carried out research allowed to highlight the features and main aspects of the functioning of the foreign exchange market of Ukraine during the period of ongoing military aggression. Danylenko Y. S. The Regional Public Procurement of Passenger Cars in Ukraine (p. 41 - 52)
The article analyzes regional public procurement of passenger cars in Ukraine for 2020–2022. Information on the volume of purchases and total expenses of various State authorities, institutions and organizations in different regions of Ukraine for the purchase of passenger cars during the analyzed period is provided. It was found that the largest expenses for the purchase of cars for 2020–2022 carried out healthcare institutions – UAH 4.09 billion, housing and communal services – UAH 510.10 million, law enforcement agencies – UAH 441.70 million, the State administrations – UAH 159.27 million, energy companies – UAH 122.99 million, Ukravtodor - UAH 103.92 million. The limits of passenger cars serving regional State administrations, Kyiv and Sevastopol city administrations, district and city district State administrations of the cities of Kyiv and Sevastopol are analyzed. It is found that the largest number of passenger cars was provided for the city of Kyiv and for Dnipropetrovsk, Donetsk, Kyiv, Luhansk, Lviv and Odesa regions. Among district State administrations, the largest number of passenger cars falls on Kharkiv, Vinnytsia, Odesa, Kyiv, Poltava and Zhytomyr regions. Among the regions, the largest number of passenger cars was purchased by the State bodies, institutions and organizations in Kyiv – 2259 passenger cars worth UAH 2981.00 million, in Zaporizhzhia region – 271 cars worth UAH 239.74 million, Dnipropetrovsk region – 196 cars worth UAH 106.86 million, Kyiv region – 190 cars worth UAH 116.06 million, Kharkiv region – 186 cars worth UAH 122.79 million. The smallest number of passenger cars purchased on the public expense in 2020–2022 was in Luhansk region – 39 cars worth UAH 29.76 million, Kirovohrad region – 46 cars worth UAH 24.89 million, Cherkasy region – 47 passenger cars worth UAH 28.79 million, Ternopil region – 58 cars worth UAH 74.84 million, Mykolaiv region – 80 cars worth UAH 52.22 million. In further research, it is worth analyzing public procurement of passenger cars over the period of 2016–2019 in dynamics and compare them with the statistic data of 2020–2022. Chala T. G., Savchenko D. B. Methodological Aspects of Primary Data Collection: A Comparison of the Behavior of Consumers of Car Wash Services in Ukraine, Europe and the USA (p. 135 - 143)
The article focuses on the analysis and comparison of behavioral models of consumers of car washing services in Ukraine, the countries of the European Union and the United States, as well as the identification and analysis of key factors influencing the choice and preferences of consumers in the context of using these services. In the course of the study, numerous surveys devoted to the analysis of consumer preferences in the market of car wash services are considered, the most thorough of which are conducted every three years by the International Carwash Association (ICA). The general aspects of the methodology for analyzing consumer behavior in the market of car wash services in Ukraine, which corresponds to similar studies of the US and European markets, have been identified, a questionnaire has been developed and an online survey of car owners using Google forms has been conducted. To ensure the representativeness of the study based on the theory of sampling observation, the required number of respondents to be interviewed to establish the values of the selected features has been calculated (412 people have been interviewed). The study was conducted according to four main directions: coverage of consumers of car wash services by market segments; advantages in the provision of car wash services; barriers to the provision of car wash services; differentiation of consumer preferences. In the course of the analysis, it is found that in Europe the average frequency of using car wash services is 10.5 times a year, in the USA – 13.6, in Ukraine – 13.2. The results of surveys of service consumers in Europe and Ukraine showed a high level of loyalty to professional car washes compared to the United States. 74% in Europe and 66% in Ukraine prefer exclusively professional car washes, while in the USA this figure is only 44%. The high environmental awareness of consumers in Europe has been determined, where 70% of respondents believe that washing at a car wash is safer for the environment than washing at home. The benefits of digital marketing and customer engagement through electronic communication, especially through email and Facebook, are considered. Article is written in Ukrainian

Soboliev V. M., Korepanov O. S., Chala T. G., Moloshnikov Y. V. The Impact of the Construction Materials Market on Economic Growth in Wartime Conditions: A comparative Macro and Micro Analysis (p. 124 - 131)
The aim of the article is to identify the features of the development of both the global and the national market of construction materials in the context of uncertainty caused by the COVID-19 pandemic and russian armed aggression. Research methods: statistical analysis, logical modeling, graphical analysis, comparative analysis, unity of logical and historical approaches. The dynamics of the Ukrainian cement market is determined by a combination of internal and external factors. Domestic consumption of cement is determined by the volume of domestic production minus exports, taking into account imports, and is formed by the total domestic demand for cement. The study of the factors of formation of the volumes of foreign economic operations with cement involves taking into account the structure of exports and imports in the context of the multiplicity of prices of foreign economic contracts. The carried out analysis showed that in the structure of import contracts there is a strong spread of the average contract price in the context of individual countries. Conversely, the structure of export contracts does not show such a variety of prices. The available data on the price component of foreign economic contracts, regrettably, do not allow to carry out a factor analysis and identify factors influencing a significant price spread in the structure of import contracts for the purchase of cement. The originality of the article lies in the combination of macro- and micro-levels of analysis of the construction materials market (on the example of the cement market) and the identification of the relationship between the dynamics of the cement market and the general macroeconomic dynamics in relation to the conditions of wartime and post-war renascence of the Ukrainian economy. The shortcomings of statistical sources for studying the market of construction materials, which affect the possibilities of its proper analysis, are also identified. Article is written in Ukrainian

Chala T. G., Solodovnikov D. Y. Regional Ranking: Statistical Aspects of Assessing Readiness for Intelligent Automation (p. 118 - 127)
The article focuses on the issues of harmonization of the international methodology of the index of readiness of the countries of the world for automation with the specifics of the functioning of the innovative and educational regional environment in Ukraine. The relevance of the chosen topic is substantiated. The problems of breaking the connection between intellectual automation and strategies for the development of education, innovative environment and employment policy in the country are outlined. The need to develop a balanced regional policy based on solving the problem of ensuring constant monitoring of the situation in the field of readiness of regions, territorial communities or cities of Ukraine for future automation is emphasized. In the course of the study, the theoretical and methodological foundations of building the international index of «readiness for automation» of the countries of the world are considered. A similar methodology is used to build the index of «readiness for automation» of the regions of Ukraine. It is also structured as a composite index, and the overall scores for each region are obtained by weighting and combining the three sub-indices corresponding to the components: «Innovation Environment», «Education Policy» and «Labor Market Policy». When combining sub-indices into a general index, weighting coefficients were used to reflect the importance of the relevant component: innovation environment – 40%, educational policy – 40%, labor market policy – 20%. In turn, the estimates of sub-indices are calculated as the weighted average value of normalized estimates of individual indicators. The choice of indicators for the components of the proposed methodology is due to the availability of official data published by the State Statistics Service of Ukraine for 2020 and 2021. The highest level of the overall index of readiness for automation was recorded in the city of Kyiv (92.2), the lowest level (1.82) – in the Chernihiv region. The city of Kyiv stands out as a leader not only in terms of the general index, but also in all sub-indices of readiness for automation, determining its first place in the ranking in terms of the level of development of the innovation environment, education policy and labor market. Dnipropetrovsk region ranks second in the overall ranking of regions of Ukraine in terms of the general index of readiness for automation and all its components. Article is written in Ukrainian

Yaremenko O. I., Klymchuk O. V., Samborska O. Y. Estimation of Destruction and Damage to Social Infrastructure During the War Period 2022–2024: Consequences for the Population (p. 105 - 112)
The article analyzes the destruction of social infrastructure, highlights the scale of destruction and damage from the largest to the smallest in the context of the regions of the country. The main reasons for the loss of well-being of the population of the occupied territories and regions where hostilities are taking place are disclosed. The loss of jobs, a decrease in employment supply, an increase in unemployment are characterized; in monetary terms, the damage caused to social institutions, educational institutions, health care institutions, boarding schools, schools, orphanages, and pre-school educational institutions is determined. It is also determined that during the period of the study, the number of internally displaced persons in need of the State support in the form of social benefits has increased; the number of people with disabilities, orphans, and family members who lost their breadwinner as a result of hostilities on the territory of Ukraine has increased too. Attention is focused on the region of the country where internally displaced persons who need constant financial support to pay for temporary housing, child support payments, and benefits to persons with social status are mainly settled. It is concluded that the destruction of social facilities, the use of which is an urgent need in today’s conditions, has caused large movements both within the country and migration processes of the population abroad, which has a rather negative impact on the socioeconomic development of the country, therefore, it is necessary to start intensive measures and search for ways to solve urgent problems. Governing bodies at all levels should focus on the development of programs for the return of Ukrainians to safe regions of the country for the reconstruction and development of lost infrastructure, business development and relocation, stimulate the able-bodied population to work through a system of decent wages, and involve veterans and people with special needs in various types of work.
