Abstract:
Modern processes of progressive changes in the economic environment are associated with scientific and technological acceleration. They impose new requirements on economic entities for timely and even proactive monitoring of these changes and flexible adaptation to them. Small enterprises in many national economies are becoming drivers of these changes; such countries include, e. g., Ukraine and the People’s Republic of China. The issues of defining and implementing enterprise project plans have been and remain relevant for both economic entities and the scientific community. The aim of this article is to identify the features of project planning in the activities of small enterprises. Over the past decade, the dynamics and operating conditions of small enterprises in Ukraine have undergone significant changes. This is due to both global factors, such as the outbreak of the COVID-19 pandemic, and internal changes within Ukraine. Regarding the dynamics of the number of small enterprises, it can be noted that the number of small economic entities, despite the difficult internal security situation in Ukraine, is rapidly recovering. Since 2022, the negative trends in the numerical indicators of small enterprises in Ukraine have been associated with force majeure circumstances caused by military aggression from the neighboring country. Under security conditions corresponding to «peaceful» operational circumstances, trends in small enterprise activities have a different character, similar to the period from 2014 to 2021. Similar business development processes are taking place in the People’s Republic of China (PRC). The activity and expansion of small businesses become a prerequisite for the natural transformation of a significant number of successful small economic entities into «medium-sized» enterprises. Competitive conditions that encourage entrepreneurial initiative contribute to the growth of operational scale. Despite the mentioned «scaling» processes, small enterprises play an important role in the economy of any country, including Ukraine and China. They are a key component of the business environment, driving economic growth, creating new jobs, fostering innovation, and ensuring market competitiveness. In today’s small business environment, characterized by high competition, project planning serves as a tool to achieve competitive advantages and ensure stable development. The relevance of using project planning methods is heightened by the current unstable and rapidly changing business conditions. Project planning allows for not only the definition of implementation stages but also the identification of opportunities and threats that may arise during execution. A comparison of the main characteristics of small business activities with project planning using an original matrix revealed their substantial similarity, unlike traditional planning.
