Abstract:
The aim of the article is to develop conceptual foundations for a partnership model of adult education management that integrates the interests and resources of all participants in the educational process and enhances the efficiency of adult education through synergy between government, business, and the educational environment, using digital tools and open governance mechanisms. The article explores the theoretical and practical foundations for forming partner digital educational ecosystems for the adult population within the context of regional development, considering challenges related to decentralization, full-scale war, and digital transformation. The authors emphasize the role of local authorities as coordinators of educational initiatives in communities that possess the necessary powers, knowledge of local needs, and capacity for partnership interaction. The relevance of this research is determined by the necessity to rethink approaches to adult education management in the current context, where the economic and social adaptation of the population, the growth of digital literacy, social inclusion, and access to lifelong learning are critically important for ensuring the sustainable development of regions. Modern challenges require the creation of innovative models that integrate the interests and resources of local authorities, businesses, educational institutions, civil society organizations, and international partners. The study analyzes Ukraine’s regulatory and legal framework in the field of adult education and digitalization, examines the key directions of regional policy, and summarizes the practices of Ukrainian territorial communities that are already implementing initiatives in non-formal, digital, and inclusive education. The authors conducted a typology of communities based on the criteria of institutional activity, project capacity, social sensitivity, and international engagement, which allows for a better understanding of the potential for adult education development in various conditions. Special attention was given to the analysis of international experience – Erasmus+ programs, UNESCO, USAID, ETF, GPE initiatives, and national platforms (Diia.Education, EdUP) which demonstrate the efficiency of digital education models for adults in the context of war and recovery. It is found that the combination of digital solutions, local participation, and external support is key to creating an inclusive, accessible, and effective learning environment for the adult population. An original model of a partnership digital educational ecosystem is proposed as a comprehensive system for interaction among educational policy actors, aimed at flexibly responding to the needs of the adult population through the use of digital tools, joint management mechanisms, co-financing, and effective monitoring. It has been determined that the partnership format itself ensures the sustainability, scalability, and adaptability of educational initiatives within the community, especially in times of crisis.
