Abstract:
This article reveals the theoretical and practical aspects of organizational and methodological support for human resource management (HRM) in territorial communities under the decentralization of power. The article substantiates the need for a comprehensive approach to the formation of staffing policies for local self-government bodies as a key precondition for enhancing the institutional capacity of communities. An authorial classification of factors determining the effectiveness of HRM in communities is proposed, grouped into four levels of influence: external (institutional, political, socioeconomic), organizational, staffing and managerial, and individual and professional. This approach allows for a deeper reflection on the interconnection between the internal resources of communities and the influence of the external environment. The features of the organizational and methodological support for public administration reform in local governance have been identified, particularly emphasizing the need for adaptive tools for the assessment, planning, and development of personnel in communities with various resource conditions. Some conceptual foundations for the formation of a personnel system at the local level have been proposed, taking into account the specifics of the territorial context, the level of security, the mobility of labor resources, and the dynamics of managerial changes. Based on the analysis of practices from three types of communities (rear, frontline, combat zone), an optimal model for staffing local self-government bodies has been proposed, which combines strategic personnel planning, staff qualification improvement, the development of internal HR reserves, and mechanisms for attracting external specialists. The practical value of the research lies in the possibility of applying the proposed approaches in the development of local human resource development strategies. The results of the study may be used to improve local personnel policy, enhance the effectiveness of management processes, and form sustainable management systems at the local level.
