Abstract:
The aim of the research is to analyze the State regulation of the activities of entities in the market of plant protection products in Ukraine and to develop recommendations for supporting the activities of operators in this market. The article points out that the market of plant protection products (PPP) is one of the key components of Ukraine’s agricultural sector, which directly influences food security, environmental stability, and public health. In the context of an open economy and globalization, the issue of effective State regulation of this market becomes particularly significant. Indeed, the uncontrolled use or circulation of hazardous substances can have detrimental consequences not only for the environment but also for the economy as a whole. It is found that State regulation allows for ensuring the quality control of PPPs that enter the Ukrainian market. This is extremely important, as the presence of counterfeit or uncertified products poses a direct threat both to agricultural crop yields and to the health of people who consume products grown with such means. Additionally, State regulation contributes to environmental protection. Improper use of plant protection products can lead to soil pollution, contamination of water resources, and a decline in populations of beneficial insects, particularly pollinators. The State, by implementing ecological standards and monitoring compliance with the application technologies of plant protection products, can minimize such risks. It is noted that in the context of Ukraine’s European integration course, the harmonization of national legislation with European standards is important. This will enhance access for Ukrainian agrarians to European markets while simultaneously improving the quality and safety of domestic agricultural products. The relevant State authorities must act as guarantors of compliance with phytosanitary requirements, and also ensure the information and training of farmers.
