Abstract:
The article substantiates that the issues of improving the quality of public management and the introduction of new digital technologies, one of the most complex of which is considered to be artificial intelligence, are very relevant at this time for many countries around the world and Ukraine is no exception. The aim of the article is to identify the main trends in the development of scientific research in the field of application of artificial intelligence in public administration and governance based on bibliometric analysis tools. The article examines the components of the public management system, summarizes individual theoretical aspects, the content, and the interrelationship of the concepts of «public administration» and «public management». According to the research objective, the study was conducted in two stages: analysis of publication activity (using the tools of the Scopus database); clustering of publications and mapping (using the tools of VOSviewer). The publication base for analysis was created by searching and selecting articles based on keywords: only articles from the search period 1983–2024 were selected. The search was conducted using two groups of terms: Artificial Intelligence and Public Management, Artificial Intelligence and Public Administration. The results of the research identified the main trends in the development of scientific research in these areas, indicating that the analysis results from both groups of terms correlate closely, both in terms of trends in publication activity and the thematic orientation of the allocated research clusters. Although the research picture for the terms Artificial Intelligence and Public Management is more complex, the clusters are denser with related terms. It is determined that in further studies, it would be advisable to conduct a similar bibliometric analysis for the pair of terms Artificial Intelligence and Public Government to compare the clusters of research, their content, and to clarify the terminology used in similar studies in this field, particularly by foreign authors.
