Abstract:
The article addresses the problem of operationalizing the management of innovative development in emerging industries under high systemic uncertainty. The aim of the study is to develop a model for integrating product management and business analysis as complementary mechanisms for reducing product, market, and strategic uncertainty within the structure of a minimally viable innovation system (MVIS). The methodological basis is the analysis of an author’s database of UAV industry enterprises, formed from open sources, using an approach that operationalizes latent management characteristics through a system of indirect indicators. The study is based on a combination of data coding methods, comparative analysis, and configurational generalization, which made it possible to identify recurring management patterns in a sample of 38 companies, mostly startups and firms that changed industries. As a result of the study, three reproducible mechanisms for developing idea generation capabilities were identified – diversity-driven, access-driven, and facilitated – as well as three mechanisms for implementing leadership and vision – product trajectory stabilization, institutional navigation, and strategic shift. It was found that these mechanisms reflect different ways of organizing management activities in companies, depending on the nature of product, market, and strategic uncertainty, as well as operating conditions. It has been proved that the integration of product management and business analysis is variable: in the structure of the idea generation element, it is selective and involves the dominance of one mechanism, whereas in the structure of the leadership and vision element, it is complementary, ensuring the simultaneous alignment of product, market, and strategic dimensions of enterprise development. The results obtained form a practical set of tools for managing the innovative development of enterprises, the use of which ensures the transition from a reactive decision-making model to a systemic management of the development trajectory under conditions of high uncertainty.

Keywords: innovative development; emerging industries; uncertainty; product management; business analysis; minimally viable innovative system; UAV.
