Abstract: The article provides a comprehensive and systematic analysis of the structure, scale, and dynamics of funding for scientific research and innovation activities in scientific institutions and higher education institutions of the Ukrainian Black Sea region during 2022–2024. The study is based on primary data from annual surveys of higher education institutions, research organizations of the National Academy of Sciences of Ukraine, and sectoral research institutions in the region, as well as on the results of the 2025 state accreditation of scientific activity. The paper analyzes quantitative and qualitative changes in fundamental, applied, and innovative research, identifies transformations in the sources of research funding under the conditions of a full-scale war, and reveals territorial disparities between Odesa, Mykolaiv, and Kherson regions. It is shown that the overall volume of scientific activity in the region declined by more than 50%, while the most vulnerable segment proved to be innovation activity, with the number of innovation proposals decreasing by nearly 97%, which indicates the actual destruction of mechanisms for commercialization of research results. It is established that under martial law the state budget has become virtually the only stable source of funding for science, whereas the role of special-purpose funds, business financing, and foreign sources has significantly decreased or disappeared. This has led to a critical dependence of scientific institutions and higher education institutions on budgetary decisions, a reorientation toward short-term applied research, and a reduction in long-term fundamental research projects. Special attention is paid to the analysis of the institutional resilience of the regional scientific system, in particular through the results of the state accreditation, which made it possible to correlate funding volumes with qualitative indicators of scientific performance. It is proven that the decline in financial diversification and the degradation of innovation infrastructure negatively affect the competitiveness of regional science and deepen territorial asymmetries. The scientific novelty of the study lies in a comprehensive regional assessment of the impact of wartime factors on the structure of funding for science and innovation, as well as in the integration of financial, institutional, and territorial analysis. The practical significance of the results consists in their applicability to the formation of regional science and innovation policy, the development of post-war programs for the restoration of scientific infrastructure, and the strengthening of the integration of scientific institutions and higher education institutions of the Ukrainian Black Sea region into the European Research Area.
