Abstract:
The aim of this article is to summarize the institutional and financial constraints on entrepreneurial activity in Ukraine during wartime and to systematize the key mechanisms of entrepreneurship support implemented at both central and local levels in conjunction with international aid. This allows for outlining the set of factors that determine the effectiveness of anti-crisis policies and identifying imbalances in access to financing, regulatory, and service instruments, which perpetuate regional disparities in business conditions and create limitations in government entrepreneurship development policies during the stages of a wartime economy and postwar recovery. The article focuses on examining the institutional and financial constraints on the development of entrepreneurship in Ukraine under full-scale war and analyzing the mechanisms of the State and international support implemented during martial law. The study summarizes the anti-crisis institutional measures of central executive authorities aimed at deregulation, simplifying administrative and control procedures, digitalizing interactions between businesses and government agencies, and implementing special tax and financial support regimes for small and medium-sized enterprises. It examines the limitations on enterprises’ access to financial resources, including credit and investment funding, as well as the role of government programs as compensatory instruments under conditions of heightened wartime risks. Particular attention is given to the regional aspect of bureaucratic barriers, the uneven quality of administrative services, digital maturity and institutional capacity of local self-government bodies, as well as issues of overlapping powers and inconsistencies between central and local levels of governance. It has been determined that although comprehensive mechanisms to support entrepreneurship have been deployed, their efficiency is constrained by asymmetry in access to instruments, fragmentation of the institutional environment, and the persistence of structural financial barriers. It is concluded that overcoming institutional and financial constraints is a key prerequisite for reducing regional asymmetry, enhancing the resilience of the entrepreneurial environment, and laying the groundwork for the postwar recovery of Ukraine’s economy.
