Abstract:
The article examines how the full-scale war and the imposition of martial law have transformed the work of forensic experts in Ukraine, shifting it from a primarily procedural support role to a broader component of legal resilience, recovery planning, and accountability mechanisms. The study aims to identify and systematize the key directions for the development of the national forensic-expert system under wartime pressure and to outline practical directions for its further modernization. The research is based on a comprehensive approach, including a comparative analysis of pre-war and wartime indicators, the use of descriptive statistics to evaluate institutional workload and personnel trends, as well as a systemic-structural interpretation of organizational, methodological, and technological changes. The results obtained indicate: (1) a shift from general quantitative reductions to gradual structural adaptation and partial stabilization of institutional activities; (2) a marked reorientation of demand toward specialized types of expertise related to the consequences of the ongoing war, particularly damage and loss assessment, security and military-relevant research, and other areas of increased social significance; (3) a trend toward diversification of personnel, reflected in the growing role of non-governmental experts within a mixed provision model; (4) continuous expansion of methodological tools, facilitating the standardization and increased reproducibility of expert conclusions; (5) accelerated digitization of expert procedures, accompanied by growing interest in AI-based tools for analyzing large datasets, processing audio and video materials, as well as examining complex economic and digital evidence. At the same time, the article emphasizes that the implementation of technologies must comply with the requirements of transparency, verifiability, appropriate professional training, and ethical safeguards to prevent bias, breaches of confidentiality, or excessive automation of expert judgment. The practical value of the article lies in creating a structured system of trends and interpretative guidelines that can be used by the expert community to identify reform priorities, enhance quality assurance mechanisms, and develop digital solutions that address both wartime needs and the long-term expectations of Ukraine’s European integration.
