Abstract:
The article provides a systematic analysis of the experience, status, and challenges in the development of industrial parks in Ukraine in the context of industrial recovery and postwar economic reconstruction. The authors examine the regulatory framework, types of parks (greenfield, brownfield, integrated), their establishment stages, and key incentive mechanisms (fiscal and customs benefits, compensation for connection to engineering networks, land and property tax exemptions, etc.). The role of industrial parks in the enterprise relocation program during the full-scale russian invasion, as well as their contribution to restoring production, maintaining technological chains, and creating jobs, is highlighted separately. Based on the analysis of data from the Register of Industrial Parks and reports from the Ministry of Economy, a rapid increase in the number of registered sites has been observed, but at the same time, their economic activity remains low: a significant portion of parks is at the initial stages of development, and only a small share has management companies and residents. The key barriers to development have been identified: lack of prepared and accessible external infrastructure, uneven territorial distribution of initiatives, weak professional training of initiators and management companies, difficulties in financing infrastructure projects, as well as risks of corruption and discretionary practices in granting benefits. Based on this analysis, priority policy directions to improve the efficiency of industrial parks have been proposed: targeted investment in external infrastructure and energy supply for the sites; creation of accessible financial mechanisms (State guarantees, interest rate compensation, low-interest loans for developers); standardization and transparency of procedures for granting benefits and compensations; strengthening institutional and regional coordination and technical support for initiators; promoting the clustering of park specializations to achieve production synergy; integrating the principles of eco-industrial policy to enhance resource efficiency and environmental safety. Special attention is paid to the security of investment projects in the context of military risks. It is substantiated that industrial parks have significant potential to become a platform for the recovery and modernization of Ukrainian industry, attracting foreign direct investment and creating high-quality jobs. However, realizing this potential requires a comprehensive approach that combines infrastructure investments, transparent regulatory frameworks, financial instruments, and consistent State and regional policies, taking into account security challenges.
