Abstract:
The aim of the article is to study the tendencies in the development of Ukraine’s cement industry under wartime challenges. To assess the tendencies in the industry’s development, methods of dynamic analysis were applied. Analysis of growth rates made it possible to evaluate the direction and depth of changes in the activities of enterprises in economic activity type 23.51 «Cement Production» during 2010–2024, as well as to trace changes under the influence of crisis phenomena, in particular the ongoing full-scale war in Ukraine. It is substantiated that the full-scale war has become a key factor in changes in the activities of enterprises in Ukraine’s cement industry. However, even amid a reduction in the number of enterprises and hired employees, the industry has demonstrated the ability to intensify production and restore sales volumes. The results of the cluster analysis empirically confirmed the heterogeneity of the temporal dynamics of the development of Ukraine’s cement industry and the presence of clearly defined stages of its transformation, which complements the conclusions of the growth rate analysis and deepens the understanding of adaptive processes in the sector. The main cement producers in Ukraine were identified: PJSC «Ivano-Frankivskcement», CEMARK (CRH), VIPCEM (CRH), and PJSC «Kryvyi Rih Cement». The results of the calculation of the Herfindahl-Hirschman Index for 2025 indicate a high level of market concentration in Ukraine’s cement industry. This confirms the oligopolistic market structure, within which the strategic decisions of leading producers have a systemic impact on production volumes, product assortment structure, and pricing policy in the industry. Competitive benchmarking reveals both similarities and differences in the business models of enterprises. The identified differences in customer orientation, sales structure, and service offerings reflect the adaptation of enterprises to conditions of high market concentration and heterogeneous demand.
