Abstract: This article reveals the conceptual foundations of the economic reintegration of military veterans as a strategic human resource in the post-war context of Ukraine’s national development. Based on an interdisciplinary approach, a systematic analysis of the labor, entrepreneurial, and managerial potential of veterans is carried out, substantiating their ability to influence the formation of a new economic paradigm that combines efficiency, inclusiveness, and social responsibility. The author has developed a three-component model of phased reintegration, which includes: labor adaptation as a fundamental stage of social reintegration and economic inclusion; entrepreneurial initiative as a stage of autonomy, implementing crisis thinking, and motivational capital; managerial self-expression – as a strategic peak of the reintegration process, where veterans transform into agents of change capable of managing reconstruction processes. In the study an institutional-economic framework for the realization of veteran potential is formed, which encompasses regulatory, educational, financial, and psychosocial vectors of State policy. The necessity for inter-agency coordination, stimulation of veterans’ business activity, and their involvement in leadership programs and managerial decisions has been defined. The proposed reintegration conception demonstrates a dynamic interconnection between different levels of veterans’ potential and can serve as a methodological foundation for further research in the managerial sphere, social policy, and economic planning. This opens up prospects for the formation of a new personnel strategy based on adaptability, ethical leadership, and long-term institutional stability. The practical significance of this article lies in the proposal of an integrative model of reintegration, which can serve as the foundation for developing economic growth policies, educational strategies, and support programs for veterans. It is determined that the systematic involvement of military veterans is a critical factor in the resilience of Ukraine’s socioeconomic transformation during the post-conflict period.
