Abstract:
The article outlines the essence, significance, and characteristics of assessing a region’s budgetary security. The authors establish that regional budgetary security is considered a critically important element in ensuring financial resilience, stability, and the capability of regions to function effectively under external threats and internal risks. Approaches to interpreting the category of «budgetary security» as a multidimensional phenomenon encompassing budget balance, financial autonomy, and efficient use of funds are substantiated. A comparative analysis of scholarly approaches to evaluating regional budgetary security is conducted, emphasizing the absence of a unified methodology. Within the study, an indicator-based approach to assessing budgetary security is applied, which involves comparing actual values of key financial indicators with established normative limits. A system of indicators has been developed, grouped into three main blocks: budget balance, financial independence, and efficiency in the use of budgetary funds. The application of this approach made it possible to obtain an integrated assessment of the region’s budgetary security level and to identify the main directions for strengthening financial resilience. Within the practical study, it was found that the largest deviations in the budgetary security level of the Rivne region occur in the indicators of budget balance and efficiency, particularly due to dependence on intergovernmental transfers and a low share of investment expenditures. This indicates an inefficient expenditure structure and a reduced capacity of the region to ensure strategic development. Ways to enhance the level of budgetary security have been proposed, specifically through strengthening the revenue base, optimizing the expenditure structure, and implementing an adaptive budgetary policy. The results of the study can be used to develop mechanisms for assessing and managing budgetary security at the regional level in the context of transformational challenges.
