Abstract:
The article reveals the theoretical and methodological foundations for forming a mechanism of financial and budgetary relations in ensuring regional development based on an activity-logistic approach. In conditions of macroeconomic instability, fiscal decentralization, and growing security challenges, the need to revise existing models of financial interaction between the center and the regions becomes urgent. A conception for an integrated model of budget regulation is proposed, which synchronizes strategic development goals with the actual resource provision of territories. The activity-logistic approach allows for the combination of financial flow planning, distribution, and control with the principles of flexibility, analytical support, transparency, and a focus on final results. The article identifies the key characteristics of the mechanism: integrativeness, cyclicity, adaptability, goal-orientedness, and transparency. Particular attention is paid to the need to implement logistic analysis tools, digital technologies for budget process management, and the creation of an information and analytical infrastructure. It has been shown that this approach not only ensures effective financial resource management but also strengthens the institutional capacity of regional authorities. The structural components of an efficient mechanism have been identified: the goal block, the subject-object block, and the institutional and normative block are fundamental elements of the mechanism, along with the functional block and the instrumental block. Special attention is given to the role of feedback as a mandatory element for the efficient functioning of the mechanism. The presence of an effective feedback mechanism allows for the prompt identification of deviations, the adjustment of budgetary decisions, and the increased accountability of all participants in the process, which, in turn, contributes to strengthening public trust, the formation of effective policies, and the achievement of set socioeconomic goals. Practical recommendations for implementing an activity-based logistic approach in budget planning at the regional level have been formulated. The research findings can be used in regional strategic planning, inter-budgetary relations reform, improvement of the program-target method, and increasing the efficiency of public finance use.
