Abstract:
The complexity of managerial processes and the proliferation of project formats necessitate a reassessment of human resource potential as a strategic resource. New requirements, the dynamism of decisions, and the need for adaptation highlight the role of psychological factors in efficiency. It is important not only to preserve but also to develop human resource potential based on modern management models and soft skills. The aim of the research is to analyze the structure of human resource potential, the impact of the project environment on its development, and to identify psychological tools for enhancing efficiency. An interdisciplinary approach has been employed: content analysis, systematization, generalization, and structural-logical modeling. Analysis of sources, statistics, and the experience of city of Vinnytsia has confirmed that human resource potential encompasses educational, professional, motivational, psychological, and social components. The results of the «How Are You?» program and the survey conducted by the Razumkov Center have outlined key trends and challenges in the labor market. It has been proved that a project environment fosters the disclosure of personal potential, the formation of competencies, and career individualization. Psychological tools – coaching, mentoring, support – enhance adaptability, resilience, and engagement. The importance of motivation, flexible learning, and a positive microclimate has been substantiated. The direction for further research has been identified – the development of an adaptive management model that considers psychological factors. The results have both theoretical and practical value for the strategic development of staff.
