Abstract:
The research highlights the pressing issues of the current unemployment market and the number of unemployed individuals. An assessment of the unemployed has been conducted across regions of the country, identifying the number of relocated enterprises from occupied territories within government programs, and calculating the employment of workers within these enterprises. The main challenges in the business environment have been outlined depending on the location of regions, drawing parallels to the pre-war situation. The number of individuals who have been forced to leave their permanent residence has been described and assessed, representing a significant portion of the working-age population, which reflects the losses in revenue for budgets at all levels and impacts the financial state of the country and the families, in particular. In the regional plane, specific areas of the country are noted where the highest proportion of employed individuals under the age of 35 is observed, among them: Dnipropetrovsk region (5919 people), Lviv region (4670 people), Ivano-Frankivsk region (3920 people), Rivne region (3534 people). The lowest figures are observed in Kherson region (100 people), Luhansk region (129 people), Zaporizhzhia region (649 people). The issues faced by young people in finding employment are characterized, among them: low qualification levels, low wages for young specialists, etc. Against the backdrop of a labor shortage in the country, a high percentage of unemployed individuals is observed, who are officially registered with State employment centers, which in turn contributes to population migration. Solutions have been found to support small and medium enterprises in the country through government funding programs, the State Property Fund, and support from international funds such as the European Bank for Reconstruction and Development. A method has also been found and State support has been provided for the relocation of small and medium-sized businesses from areas of active combat to safer regions of the country. Funding for government programs is expected to lead to a decrease in unemployment rates, the development of entrepreneurial activity, and the provision of jobs for the working population.

Keywords: unemployment, shortage, population, regulation, war, economy.
