Abstract:
The article substantiates that enhancing the economic mobility of small and medium-sized enterprises (SMEs) requires the implementation of the efficient business project design instruments capable of ensuring adaptation to an unstable environment, unexpected challenges, and shocks. It is emphasized the importance of considering the peculiarities of regional economic development in the business project design policy within the SME sector. In particular, the theoretical and methodological foundations of business project design aimed at enhancing the economic mobility of SMEs are associated with structural and institutional transformations of the regional economy. A systematization of business project design instruments adapted to the conditions of regional development has been carried out, contributing to the strengthening of the economic mobility of SMEs, with a division into the following groups: organizational and managerial, financial and investment, institutional, informational and analytical, innovative and technological, and intellectual and human resources. For each group, applicable instruments have been identified, along with their functional purpose, expected results, and regional specificity of application. The organizational and economic instruments include ERP, CRM systems, SWOT analysis, Canvas/ADKAR models, and roadmaps; the financial and investment instruments include NPV, IRR, ROI, Payback Period calculation methods, break-even analysis, and cash flow analysis; the institutional instruments include the design of regulatory documents, public-private partnerships, and institutional support; the informational and analytical instruments – BI systems, Big Data analytics, AI/ML systems, PESTLE analysis, dashboarding, CIT analytics, VR/AR modeling; innovative-technological (R&D platforms), ERP, CRM, and SCM systems, IoT platforms, cybersecurity systems (IDS/IPS, ESET, Fortinet), Digital Twins technology; intelligent-human resources – HRM systems, LL models, LMS platforms, PMI/PRINCE2 certification, benchmarking/coaching scenarios.
