Abstract:
The aim of the article is a substantiation of the theoretical foundations of project management, taking into account the best European practices and national characteristics. The methodological basis of the research is a systemic approach to studying the phenomena and processes under investigation, as well as the dialectical method of cognition and general scientific methods. A number of abstract-logical methods allowed for the formulation of intermediate and final conclusions. As a result of the research, the scientific and methodological foundations of project activities are further developed in terms of identifying factors and assessing the degree of their impact on the efficiency and effectiveness of project management. The article proposes methodological approaches to drafting project proposals, analyzes the project cycle, and characterizes the features of each stage. The main problems arising during the preparation of project proposals are identified. The study examined State support for enterprises in the agrarian sector in the form of government grants for the development of horticulture, berry farming, viticulture, and greenhouse farming for small farms and individual entrepreneurs, including in the regional aspect. It is proved that the level of success of a business project is most influenced by the reliability and completeness of the initial information, and the ability to interpret it correctly. Identifying the features of project management and systematizing the factors that affect the efficiency and effectiveness of the project can be taken into account by business entities when developing their own strategic and tactical business plans regarding the initiation, development, or expansion of their entrepreneurial activities. Prospects for further research in this area include determining the role of the project manager and project team members in the successful preparation and implementation of the project, as well as identifying the features of preparing project proposals depending on the sources of financing for investment needs.
