Abstract: The labor market is one of the key components of the socioeconomic development of countries around the world, as it determines the efficiency of the use of labor resources and the level of economic activity of the population. The article analyzes the trends in the development of the labor market in the European Union and in Ukraine during the period 2017–2023, influenced by global challenges, particularly economic crises, the COVID-19 pandemic, and the full-scale war in Ukraine. Special attention is given to studying trends in changes in labor force indicators, employment and unemployment rates, migration processes, and their impact on the economies of the countries. It is determined that among the main factors influencing the dynamics of the EU labor market are demographic trends, employment support policies, and professional mobility. For Ukraine, the key challenges are the loss of the labor force due to migration and mobilization, the destruction of economic infrastructure, and the need to adapt to European labor market standards. The studies conducted on the dynamics of economic activity, employment, and unemployment indicators established that the level of labor force participation in EU countries shows a gradual increase after crisis periods, while in Ukraine there is a significant reduction in labor resources caused by the military aggression of the russian federation. Particular attention is devoted to analyzing labor market indicators of countries such as Germany, Poland, the Czech Republic, which have accepted the largest number of refugees from Ukraine, and Slovakia, Romania, and Hungary, as neighboring states of Ukraine. It is noted that the labor migration of Ukrainians to EU countries has both positive and negative consequences for the economies of both sides. It is proved that despite significant disparities between the labor markets of the European Union and Ukraine, there is a gradual implementation of European norms and standards into the domestic labor market model. This can facilitate the improvement of the level of labor force participation, increasing employment, reducing unemployment, and expanding employment opportunities.
