Abstract: The article substantiates the relevance of the introduction of distributed electricity generation, as it is less vulnerable to russian missile attacks. Most of the new distributed generation initiatives in Ukraine are focused on renewable energy sources. Therefore, such a transition also contributes to climate neutrality. The advantages of the development of renewable energy sources for rural communities are presented. In addition to increasing energy independence, this includes the creation of new jobs, environmental safety, etc. The main issues that hinder the development of local renewable energy are analyzed. These include: uncertainty and instability of politics; ignoring market factors in the regulation of the energy sector; problems with resolving controversial market issues; low awareness among local residents and authorities of the benefits of renewable energy sources and financing opportunities for renewable energy projects, as well as limited financial resources. Various models of financing renewable energy projects have been studied. It is recognized that international grants and support programs for the implementation of renewable energy are the main source of funding for local communities. It is indicated that an important step for the efficient development of renewable energy is the approval of energy independence passports for each region of Ukraine. This document allows local administrations to develop detailed action plans taking into account the specific needs and characteristics of each territory. It is emphasized that the optimal solution for communities with limited budgets is solar generation, which is characterized by lower initial investments and relatively low maintenance costs. Even higher efficiency can be achieved by utilizing a combination of different types of renewable sources.
