Abstract:
The article considers the customs tariff as an effective tool for regulating export-import operations between Ukraine and the European Union. The mechanisms of functioning of the customs tariff in the conditions of the deep and comprehensive free trade area between Ukraine and the EU are analyzed. Particular attention is paid to the issues of harmonization of customs rates, their impact on the competitiveness of Ukrainian goods in the European market and support for domestic manufacturers. The main problems and prospects for improving tariff regulation to stimulate foreign economic activity and integration of Ukraine into the European economic space have been identified. Within the framework of the study, it was noted that the customs tariff is not only an economic, but also a political tool that can influence the development of bilateral relations between Ukraine and the European Union. Harmonization of customs rates helps to reduce barriers to trade, increase the transparency of customs procedures and stimulate the competitive environment. Along with this, the effective use of the customs tariff can reduce the risks for the national producer, protecting it from unfair competition and contributing to the development of export potential. An important aspect is the analysis of the impact of tariff regulation on structural changes in Ukraine’s foreign trade. The results of the study indicate the need to improve approaches to determining customs rates, taking into account sectoral priorities, socioeconomic consequences and international obligations. Harmonization of tariffs in the context of integration processes will contribute to the development of the domestic market of Ukraine, increase investment attractiveness and ensure stable economic growth. The efficient use of the customs tariff as a tool of economic policy will contribute not only to the growth of trade with the European Union, but also to the strengthening of Ukraine’s position as an important participant in the international economic community, integration into the European economic space and the development of the internal market. At the same time, the improvement of tariff regulation should take into account the need to adapt to the conditions of globalization, the needs of domestic business and the preservation of the economic security of the State. Thus, the customs tariff is a key element of Ukraine’s economic policy, which affects a wider range of issues – from the competitiveness of Ukrainian goods in international markets to the stimulation of innovative development of the national economy.
