Abstract:
The article substantiates the importance and necessity of addressing the issue of providing affordable housing for the population in Ukraine, particularly for vulnerable categories of individuals, using the Kyiv region as an example. An analysis of the scientific works of leading scholars has proven the relevance of the topic. Numerous publications are dedicated to housing issues, particularly concerning housing policy, legislative and regulatory support, a variable number of housing programs, and the main vulnerable groups of the population that require the most protection, among others. The aim of the research is to identify challenges and expand possible prospects for the implementation of the affordable housing program based on an analysis of the practice of its implementation in the Kyiv region. The program is designed to address the housing problem of war veterans and internally displaced persons through the implementation of two directions: financial support and mortgage housing loans. It is further designed to provide housing for 270 families, with 30 more apartments allocated for the preferential mortgage loan direction. Monitoring of the Affordable Housing Program in the Kyiv region has identified key challenges, including economic risks associated with inflationary processes and rising prices; a limited number of housing recipients within the Program, as well as the lack of clear criteria for selecting candidates, which may lead to distrust in the program. As a result of the study, proposals have been substantiated for improving and enhancing the effectiveness of the Program’s implementation: reviewing financial support, substantiating key selection criteria for Program participants, and expanding activities to develop nationwide measures to address housing issues. We see the prospective direction for further research as rethinking the country’s housing policy and substantiating relevant proposals for measures to improve the housing conditions of the population.
