Abstract:
The article examines the problem of control and evaluation of personnel activity as a tool for improving the efficiency of economic activity of enterprise. It is proved that in the sphere of hotel and restaurant business, the introduction of tools for monitoring and evaluating the activities of personnel plays a key role in improving the efficiency of the enterprise, since the labor resource in the sphere of service provision has a decisive impact on the results of the economic process. The necessity of distinguishing a broad and narrow interpretation of the concept of «personnel management» has been substantiated. It is proved that in a broad interpretation the term «personnel management» covers managerial functions aimed at the labor resource from the moment of initiation of relations at the stage of job search and until the moment of the employee’s departure from the labor process of enterprise. In a narrow interpretation, personnel management means the influence of the manager on the organizational behavior of a subordinate at the stage of realizing his labor potential when performing operations within the framework of the economic process. It has been found that the activity of management, which is aimed at such an object as «personnel», in accordance with the method of implementation of managerial influence, can be considered in the aspect of structural or interactive management of personnel. It is noted that structural management is the creation of conditions for the realization of the labor potential of personnel, and interactive management involves the implementation of managerial influence on personnel through the information and communication process, which takes place between the manager and the subordinate. It has been found that management with the help of instrumental variables influences the behavior of the performer in order to stimulate him to achieve the planned result. It is proved that the key instrument of structural influence on personnel is the system of internal control, which allows to identify deviations of actual results from planned ones and apply on this basis mechanisms of stimulation of personnel in order to increase the efficiency of its activities.
