Abstract: The article is aimed at highlighting conceptual approaches to the formation of the institute of public services in Ukraine. The article reviews the existing theoretical approaches to the services provided by public administration bodies both abroad and in Ukraine. Novel tendencies have been identified that are gradually becoming conceptual in Western countries: 1) reintegration (organizational decisions directed towards overcoming the administrative fragmentation generated by NPM reforms); 2) reorganization based on the needs of the population (combining public services and relevant services around a certain segment of the population, based on its needs); 3) digitalization (era of e-governance). It is proved that the institute of public services on a global scale is at the stage of transition from NPM to network electronic control. A comparative study of the conceptual foundations of the institute of public services abroad allowed the author to conclude that it is inappropriate to directly borrow foreign institutional solutions for Ukraine, therefore, for the institute of public services in Ukraine, the model of a welfare-building State that cares about the common good is much more adequate than the model of a servicing State that acts like a service center. In this regard, for the formation of the institute of public services in Ukraine, new qualities are proposed, aimed at compliance with the priorities of national development and modern culture of public administration in developed countries. Prospect for further research is the implementation of the proposed strategic guidelines in the formation and development of the institute of public services in Ukraine. At this, attention is focused on the occurrence of a risk of substitution of concepts: public services can be mistakenly identified with e-governance services, which may complicate the further domestic development of both innovative institutes.
