Abstract: Scientific research gives new knowledge, a part of which can lead to significant profits. However, assessing the efficiency of scientific activities is a challenge. The entry price for such researches can be measured in the number of years of efforts of a scientist, research team, department or program, or in terms of the required amount of funding for research. However, it is problematic to assess the performance of scientific activities. The article is aimed at elaborating an authors’ approach to determining the efficiency of research and development results based on modern evaluation instruments. In the course of the study, the authors described and analyzed existing approaches to assessing the efficiency of research and development works in order to find the best instrument that allows to take into account not only the theoretical and applied results of the research, but also the possibility of their commercialization in the future. We believe that the most efficient and informative method is the key performance indicators (KPI) method, which allows to assess not only the quantitative, but also the qualitative results of research. Nine generalized key performance indicators to assess the effectiveness of research are proposed. Also the performance indicators of research in terms of application of the earned value method are proposed. The consistent and comprehensive application of the instruments and methods reviewed in the article will allow to assess the efficiency of the research and development both at the beginning of the project evaluation and in the implementation process for adjustment purposes. This will help to avoid inefficient activities, save resources, both financial and material, and intellectual.
